PROMOTED REPORT ON CHILD RIGHTS FOR 2013

On 14th of October at the hotel Best Western Skopje, Coalition SEGA organized promotion for the results of monitoring on the implementation of the Convention on the rights of the child in the Republic of Macedonia for 2013. The monitoring was implemented with the support of the Children Foundation Pestalozzi and the office of UNICEF in Macedonia.

During the promotion, The Executive director of Coalition SEGA, Zoran Ilieski, indicated that main recommendation is the institutions from the educational system to undertake steps for training of the educational staff, respectively the rights for child discrimination.

When it comes to the participation of the children in schools it is always taken in consideration that the students  are asked about  non-essential questions, like questions connected with planning of excursions, but the students are never asked about questions regarding their interests and the decision making processes in the schools. That is a fact which is based on the existing of the school structure; therefore there is a need for creation of organizations where the students together with their professors will participate in the decision making processes, emphasized Ilieski.

The recommendation of the research is at local, school and regional level, even at state level, that reforms for education need to be created, where the forming of the school organizations should be compulsory, therefore this school organization will guarantee the student participation in the future decision making processes. These changes will lead to forming a national union of high school students that will be a national partner about agreements, negotiations for any reform that is happening in the education.

Vaska Bajramovska – Mustafa, Deputy Public Ombudsman for children rights has indicated that within the Office of the Public Ombudsman there is a special department for protection of children and persons with special needs, which should be the place where children will come and express their attitudes and considerations regarding the respect and disrespect of the human rights.

Violation of the rights of the child is everywhere, starting from the family rights, in the education, in the part for health protection and of the persons with special needs and disabilities.

The Public Ombudsman appeals and calls all the authority organs to have in their interests the rights of the child and its participation in the decision making processes, the children’s opinions to be heard, as a result of the written Convention on the rights of the child, considering the age and the maturity of the child – emphasized Vaska Bajramovska – Mustafa.

During the visits of the primary and secondary schools and the conversations with the children, without attendance of the professors, about their considerations and opinions for their rights and obligations and what they would change in the schools, the children speak open and freely.

But, unfortunately, the real conclusion is that children are not enough informed about their rights. They don’t make a difference between their rights and obligations, and are not informed about the mechanisms for protection, therefore they are discouraged to request for protection, because in the most part the conversations that we lead are showing that “we are not asked about anything”, although the most part of what is really happening in the education should concern us – indicated Bajramovska Mustafa.

The process of monitoring has been implemented within the project “Implementation of the Convention on the rights of the child” aiming to determine the condition with the implementation of the children rights in Macedonia at local and national level. The data were collected at local level in 14 cities in Macedonia  (Skopje, Kumanovo, Tetovo, Gostivar, Debar, Struga, Resen, Prilep, Bitola, Kavadarci, Stip, Vinica, Gevgelija I Ohrid) and 17 rural areas (Tabanovce, Mala Rechica, Zhupa, Mavrovi Anovi, Rostuhe, Debarca, Vevcani, Krivogastani, Zhvan, Rosoman, Karbinci, Blatec, Miravci, Sopishte, Aracinovo, Carev Dvor I Ilinded) and at national level including national institutions.
