NECESSITY OF RETURNING THE LAW FOR YOUTH INTO PARLIAMENT PROCEDURE

(Skopje, 27 December 2011) By initiative of the Coalition of youth organizations SEGA, today in the hotel Holiday Inn, National public discussion on “Law for youth – to be returned in parliament procedure” was organized. The aim of the discussion was to hear concrete proposals, opinions and attitudes of the young people and institutions in order to improve the contents of the draft Law for youth and their wider participation in youth policy making processes.

In the national public discussion youth concluded that it is crucial the draft Law for youth to be returned in parliament procedure, but now with inserted remarks and comments of the young people gathered in the local debates organized by SEGA. With this youth participation and organizing will be increasingly improved at local and national level, and structured dialogue between youth organizations and the institutions at local and national level will be established. The proposed remarks for amending the contents of the Law for youth will be submitted to the Ministry for justice and the members of the parliament by the Coalition SEGA.

In this national discussion CSO’s and youth organizations from Macedonia, and as well representatives of political youth branches, representative of the cabinet of the President of the Republic of Macedonia, member of the national parliament took participation. On the national discussion the executive director of the Coalition SEGA presented the remarks given by around 100 youth organization in the 11 organized local public discussions.

The draft Law for youth of the Republic of Macedonia was withdrawn of the parliament procedure in October 2011, by decision of the Government of the Republic of Macedonia, aiming to provide wider consultation with youth organizations.

Because, the Coalition of youth organizations SEGA, works towards development and implementation of youth policies in the Republic of Macedonia, connecting young people, declares that the initiative for returning the Law for youth in parliament procedure is crucial step in improving the overall state of the young people in the Republic of Macedonia.

CV AND APPLICATION FORM FOR THE MEMBERS OF THE COUNCILS OF YOUTH

(16 December 2011 public discussion in Strumica)

The Coalition of youth organizations SEGA in cooperation with the Youth Council of Strumica organized public discussion “Law for Youth- to be returned in parliament procedure!”. The participants from Strumica consider that the mandate for the members of the Council of Youth and the National Council of Youth should be two instead of four years and they proposed the members of these two bodies to be elected through submitting application form with enclosed CV with previous working experience.   

Such proposals were accepted by the youth organizations that participated in the public discussion organized by the Coalition SEGA, which aimed to gather young people’s opinion about Law for Youth. The Draft Law for Youth was withdrawn from the parliament procedure by the Government of the Republic of Macedonia in October, after the reaction of civic organizations which claimed that this law is not transparent and is not protecting the interests of youth in Macedonia.

Other public discussions were held in ten municipalities in Macedonia: Bitola, Stip, Kavadarci, Ohrid, Struga, Skopje (Kisela Voda, Karpos) Tetovo, Negotino, Strumica and the last will be organized in Prilep on the 20th of December.

On the 27th of December all the relevant factors that are treating this problem will be invited on the planed National discussion in Skopje.

WITHOUT MONEY THE ACTIVITIES OF YOUTH WILL NOT EXIST

(16 December 2011public discussion in Negotino)

In Negotino on the public discussion organized by Coalition of Youth organizations SEGAfor the Draft “Law for Youth - to be returned in parliament procedure!” youth emphasized the necessity the local Youth parliament to be treated with the Law for Youth and also they mention the need of compulsory financing of the programme activities of the Council of youth and the National Council of Youth.

The idea for such public discussions organized by Coalition SEGA was supported by the participants from Negotino. This Public discussion was organized in cooperation with the Center for Prevention and Re-socialization - Negotino; but as well other youth organizations and civic associations that treat this problem took part in this discussion.

NATIONAL AND LOCAL BUDGET FOR ORGANIZING OF YOUTH

(15 December 2011 Public discussion in Kisela Voda)

The youth from Kisela Voda demanded the criteria for Council of youth to be defined, and gender balance both in Council of Youth and National Council of Youth to exist.

This young people, same as the rest of the youth from the cities in Macedonia where public discussion took place, demanded determined budget for youth, aiming to put into function the Councils of Youth on local and the National Council of Youth on national level in order to avoid their existence to be only nominally; also they proposed that the mandate for the members instead of four years as it is stated in the current Draft Law for youth to be changed and not to be longer than two years. The National Council of Youth to submit its reports to the Parliament of the Republic of Macedonia.

These are part of the remarks of the young people from the Municipality of Kisela Voda presented on the public discussion entailed by the Coalition of youth organizations SEGA entitled as: “Law for Youth- to be returned in the parliament procedure!”, aiming to return the Draft Law for Youth with all the remarks and opinions given by the young people in the parliament procedure in order to improve its content.

(15 December 2011 public discussion in Tetovo)

The Coalition of youth organizations SEGA in cooperation with the Institute for Community Development, the Center for Education and Development –Tearce, the Center for Democratic Development and Integration, Multikultura and the Center for Development and Improvement of the public life from Tetovo, were organizers of the public discussion Law for Youth- to be returned in the parliament procedure!

The young people from Tetovo believe that usage of Badenter is needed for determination of the members of the Council of Youth and National Council of Youth, and specific criteria for election of the members to be established and as well to distinguish the differences between National Youth organizations and Coalitions of youth organizations.

Satisfied with the flow of the public discussions Zoran Ilioski the Executive Director of Coalition SEGA said: Discussions in Tetovo were constructive and directed towards improvement of the Draft Law for Youth.
